The regulated items from 1 January 2026
In lei per MWh, excluding VAT, from the ANRE orders attached to MET Romania's notice of 22 December 2025:
- Transport, extraction from the grid (TL): 36.45 (was 33.03).
- Transport, injection into the grid (TG): 3.63 — paid by generators, so it matters only for export.
- System services (TS): 14.70 (was 12.79).
- Distribution, by zone and voltage: see below.
- CfD contribution: 0.144 (was 0.206).
- Green certificates: a quota of 0.499387 certificates per MWh (2026, estimated) times the previous month's weighted average certificate price.
- Reactive energy: about 0.20 lei per kvarh, by zone.
Distribution tariffs 2026
In lei per MWh, for high voltage (110 kV), medium voltage (MT) and low voltage (JT). The operator names are Zorowatt's mapping from identical values per zone group, so check the operator on the site's invoice:
- Banat, Dobrogea, Muntenia Sud (Rețele Electrice România): 23.83 · 68.36 · 225.20.
- Muntenia Nord, Transilvania Sud and Nord (Distribuție Energie Electrică România): 31.96 · 83.36 · 240.02.
- Oltenia (Distribuție Energie Oltenia): 39.37 · 83.43 · 210.45.
- Moldova (Delgaz Grid): 40.46 · 85.25 · 262.20.
What the network part adds up to
- Medium voltage, Rețele Electrice zone: 36.45 + 14.70 + 68.36 = 119.51 lei per MWh.
- Medium voltage, Distribuție Energie Electrică România zone: 36.45 + 14.70 + 83.36 = 134.51 lei per MWh.
- Low voltage, Delgaz Grid zone: 36.45 + 14.70 + 262.20 = 313.35 lei per MWh.
- Every one of these is per MWh. A site that draws the same energy with a higher peak pays the same network charges.
The other lines
- Cogeneration contribution: 13.6 lei per MWh from 1 November 2025 (ANRE Order 66/2025, via Digi24); the value for 2026 was not verified.
- Excise: 3.62 lei per MWh for commercial use in 2025; it is indexed every year and the 2026 value was not verified (MET 2025 notice).
- Green certificates, worked for 2025: 0.496 × 146.2532 lei = 72.54 lei per MWh (same notice).
- The supplier's energy price, set by the contract; and VAT, whose rate was not verified in Zorowatt's research.
Where a Romanian battery's value comes from
- Storing solar instead of exporting it. A self-consumed MWh avoids the per-MWh network charges, the green certificates, the cogeneration contribution and the excise on it, as well as the supplier's energy price; renewable self-consumption may be exempt from excise on notification, under art. 399(1)(m) of the Fiscal Code (fiscalitatea.ro). Illustrative, medium voltage, DEER zone, with the latest verified values: 134.51 + 13.6 + 72.54 + 3.62 = 224.27 lei per MWh of regulated items, before the energy price and the export income given up.
- Price spreads on a dynamic contract. Romania had the highest average 2-hour daily day-ahead spread of the three focus markets between July 2025 and July 2026, €153.43 per MWh (Synertics, updated 29 Jul 2026), and an average daily price swing of €165 per MWh in 2025 with 187 negative-price hours (Electricity Maps). Suppliers with more than 200,000 customers must offer dynamic-price contracts to smart-meter customers on request (economica.net); a non-household dynamic template exists, for example Premier Energy's (contract template).
- Grants, for some sectors. The AFIR scheme for farms and food processors (open 15 June – 14 August 2026, budget €265 million) funded storage only together with solar, required at least 70% self-consumption of the financed solar output, and paid up to €650,000 per MW up to 1 MW (Capital.ro, 15 Jun 2026). See Incentives for business batteries in NL, DE and RO.
- The supplier's own clauses. A supply contract can contain capacity or imbalance terms of its own; read it before concluding there is nothing to shave.
The honest limits
- Illustrative, from Zorowatt's scenario notes: a German-style factory battery of 300 kWh earns only arbitrage in Romania, €6,903 a year, a payback of about 32 years. A Romanian factory battery needs solar surplus or a grant, not peak shaving.
- Spreads may narrow: about 2 GW of grid-scale batteries were expected to connect in Romania in 2026 (Curs de Guvernare, 20 Jul 2026).
- Tariffs change more than once a year: the 2026 notice compares with values from both 1 January and 1 September 2025. Bill each period with its own version.
- At 30 June 2026 only 3,853 of Romania's 34,843 legal-entity prosumers had a battery (ANRE data via StartupCafe) — a large retrofit base, and a case that has to be made on solar and prices.
The Workspace carries the 2026 Romanian tariff and bills every per-MWh line from the load curve. Getting that curve is the first step: Curba de sarcină: interval data for a Romanian site.
Frequently asked questions
- Is peak shaving worth nothing in Romania?
- On the regulated network tariffs, yes: they are all per MWh, so a lower peak saves nothing on them. Check the supply contract, which can have capacity or imbalance terms of its own.
- Which distribution zone is my site in?
- The operator and the zone are on the invoice. The operator names in this guide are Zorowatt's mapping from the tariff notice's zone codes, so confirm them there.
- Do I pay network tariffs on energy I export?
- The injection transport tariff (TG, 3.63 lei per MWh) is paid by generators. How a prosumer's export is settled depends on its scheme and contract, which this guide does not cover.
- Are the values with or without VAT?
- Without. The VAT rate was not verified in Zorowatt's research, so it is left out of every sum here.
